2026 World Cup Rules Explained

I. Teams & Slot Allocation

• Total teams: 48 (16 more than 2022 edition).
• Confederation slots (including hosts): Europe 16, Africa 9, Asia 8, South America 6, CONCACAF 6 (USA, Canada, Mexico automatically qualify as co-hosts), Oceania 1, plus 2 inter-confederation play-off spots.

II. Group Stage

• 48 teams split into 12 groups (Group A to L), each containing 4 teams.
• Round-robin format: each team plays 3 matches.
• Points system: win = 3 points, draw = 1 point, loss = 0 points.
• Tie-breakers (in order): points, goal difference, goals scored, head-to-head record, fair play points, drawing of lots.
• Advancement rule change: Top 2 from each group (24 teams) + 8 best third-placed teams advance to the knockout stage → 32 teams in total.

III. Knockout Stage (32-team bracket)

• Round of 32: 32 qualified teams play single-elimination matches; winners move to Round of 16.
• Round of 16: 16 teams; winners advance to quarter-finals.
• Quarter-finals: 8 teams; winners go to semi-finals.
• Semi-finals: 4 teams; winners advance to the final.
• Third-place match: Two losing semi-finalists compete for bronze.
• Final: Championship match.
• Overtime & penalties: If tied after regulation, 30 minutes extra time (two 15-minute halves) is played. If still tied, a penalty shootout determines the winner.

IV. Substitutions & Discipline

• Each team can make 5 substitutions during regulation time; a 6th substitution is allowed if the match goes to extra time.
• Matchday squads can include up to 26 players.
• Two yellow cards accumulate to a one-match suspension; a direct red card results in an automatic one-match ban (may be extended for serious offences).
• Yellow cards accumulated during the group stage are partially reset ahead of the knockout rounds (typically after the quarter-finals; exact rule confirmed by FIFA's technical regulations).

V. Technology & Additional Regulations

• VAR (Video Assistant Referee) fully implemented for goals, penalty decisions, direct red cards, and cases of mistaken identity.
• Semi-automated offside technology (SAOT) continues to be used for faster and more accurate offside calls.
• Concussion substitute rule: If a player leaves the pitch due to a suspected concussion, the team may use an additional substitution (not counting toward the 5 regular subs).
• Goalkeeper six-second holding rule will be enforced more strictly.

VI. Key Changes vs Previous Format

• Total matches: increased from 64 to 104.
• Group stage changed from 16 groups of 3 teams (2026 original plan) to 12 groups of 4 teams, but the knockout stage now begins with a Round of 32.
• First-ever mixed advancement where “8 best third-placed teams” join the top two from each group.
• Tournament length extended to approximately 32 days (June 11 – July 19, 2026).
